  1. Rezoning:  Consider a proposal by David and Doreen Schmidt to reconfigure the zoning of portions of the properties at 8781 and 8931 S. 5th Ave., currently zoned Rs-3 Single Family Residential, Rm-1 Multifamily Residential, and P-1 Park (4th District).

  3. Ordinance:  Consider ordinance No. 2271, approving a rezoning of a portion of the property at 8781 S. 5th Ave. from P-1 Park to Rs-3 Single Family Residential and Rm-1 Multifamily Residential (4th District).
  4. Resolution:  Consider resolution No. 10281-091603, to authorize retaining the services of Cole-Layer-Trumble (CLT) to conduct a limited-scope citywide revaluation for the 2004 assessment year, for a fixed fee cost of $109,000.00 (referred to staff 9/2/03) (by Committee of the Whole).
  5. Resolution:  Consider resolution No. 10273-090203, approving the certified survey map for the property at 741 W. Ryan Rd. (Charles Koehler) (held 9/2/03) (6th District).
  6. Action Presentations

  7. Discussion:  Discussion of correspondence and resolution language proposed by Citizens for Property Rights, Tracie Peters, Co-Chair, 10038 S. Nicholson Rd., relating to a local property tax freeze in the City of Oak Creek, and requesting a referendum for any fee or property tax increase.
  8. Mayor and Council

  9. Motion: Consider a motion to approve the Vendor Summary Report in the amount of $289,965.40 (by Committee of the Whole).
  10. Ordinance:  Consider ordinance No. 2268, relating to the Small Claims Committee (by Committee of the Whole).
  11. Motion:  Consider a motion to take the following action (by Committee of the Whole):
    1. Adopt Resolution No. 10280-091603, accepting the liability insurance proposal from Cities and Villages Mutual Insurance Company (CVMIC), and agreeing to continue the City’s membership in CVMIC for policy years 2004, 2005 and 2006; and
    2. Authorize the City Clerk to execute the membership and premium acceptance documents, with selection of Option 2, $37,500.00 retentions.
  12. Resolution:  Consider resolution No. 10283-091603, to authorize retaining the services of Virchow, Krause & Co. as the City’s auditing firm for the 2003-04 audit years (by Committee of the Whole).

  14. Motion: Consider a motion to take action on the various license requests as listed on the attached report (by Committee of the Whole).
  15. Streets

  16. Motion:  Consider a motion to approve the recommendation of the Street Superintendent and accept the proposal of Rehrig Pacific Company to lease/purchase carts to the City of Oak Creek for the six-month pilot program (by Committee of the Whole).
  17. Parks, Recreation and Forestry

  18. Motion:  Consider a motion to approve the purchase and installation of 18 new Lumac light fixtures and poles for Miller Park at a cost of $22,752.00 (by Committee of the Whole).
  19. Community Development

  20. Motion:  Consider a motion to consider the subordination of the City’s home improvement loan with Keith Soto on his property at 8800 S. Carol Ct. (4th District).
  21. Engineering

  22. Motion:  Consider a motion to award the Abendschein Park parking lot project to the lowest, responsive, responsible bidder, Stark Asphalt, in the estimated amount of $34,931.90 (Project No. 00026) (3rd District).
  23. Motion:  Consider a motion to award the ground water sampling and analysis at the Street Division garage project to the lowest, responsive, responsible proposer, Sigma Environmental, in the amount of $7,360.00 (Project No. 96018) (2nd District).
  24. Resolution:  Consider resolution No. 10282-091603, approving a sanitary sewer connection agreement between Louie Rodriguez and Judith A. Strauss and the City of Oak Creek, for 9772 S. Chicago Rd. (4th District).
  25. Miscellaneous

  26. Ordinance:  Consider ordinance No. 2269, approving a two-year agreement with the International Association of Firefighters Local 1848 for the period 1/1/04 through 12/31/05 (by Committee of the Whole).
  27. Ordinance:  Consider ordinance No. 2270, approving a one-year agreement with the Professional Clerk-Matron Dispatcher Association for the period 1/1/03 through 12/31/03 (by Committee of the Whole).
  28. Motion:  Consider a motion to convene into Executive Session immediately following the conclusion of the Common Council meeting pursuant to Wisconsin State Statutes, Section 19.85(1)(c) to discuss the following:
    1. performance and salary for the Director of Community Development;
    2. performance and salary for the Computer Specialist;
    3. performance and benefits for the City Administrator;
    4. performance and salaries for non-union and management employees for the year 2003; and
    5. salaries for elected officials for the year 2003.
  29. Ordinance:  Consider ordinance No. 2258, establishing a rate of pay for the Director of Community Development upon the completion of his probationary period (by Committee of the Whole).
  30. Ordinance:  Consider ordinance No. 2234, fixing the salary ranges, wages and allowances for non-union and management personnel and other city offices and positions for the year 2003 (by Committee of the Whole).
  31. Ordinance:  Consider ordinance No. 2273, relating to the salary and benefits for the City Administrator (by Committee of the Whole).
  32. Ordinance:  Consider ordinance No. 2272, establishing the wages and allowances for elected officials for the year 2003 (by Committee of the Whole).
