1. Motion: Consider a motion to authorize entering into Amendment No. 3 to the contract with the State of Wisconsin and Earth Tech, Inc., for design services on the Pennsylvania Ave. reconstruction project from Puetz Rd. to Ryan Rd. in the amount of $9,734.70, of which $1,946.94 will be funded by the City (Project No. 96028) (held 1/7/03) (3^rd District).

2. Motion: Consider a motion to concur with the recommendation of the Traffic and Safety Commission and deny the request to remove "no parking" signs on 5^th Ave. from American Ave. to Maple St. (held 1/7/03) (4^th District).

3. Informational: Mayor’s recommendations on the new blue ribbon committee to study the merits of utilizing volunteers/paid-on-call personnel to assist the Oak Creek Fire Department.

4. Request: Consider the request of Joseph Donabauer, 9277 S. Pennsylvania Ave., for an extension of time to submit an appraisal for the real estate acquisition for the Pennsylvania Ave. reconstruction project, and follow the course of action described in Alternate 1 as shown on the attached Common Council report (3^rd District).

5. Resolution: Consider resolution No. 10169-100102, approving the certified survey map for the property at 9180 S. Nicholson Rd. (Ronald and Carol Grundy) (held 10/15/02) (3^rd District).

6. Motion: Consider a motion to approve the Vendor Summary Report in the amount of $1,785,130.50 (by Committee of the Whole).

7. Proclamation: Consider Council Proclamation No. 03-1, congratulations to Northwest Coatings Corporation for receiving the 2002 Pride in Premises Award (by Committee of the Whole).

8. Request: Consider the request of William Garrow, Garrow Oil & Propane Corp., Appleton, WI, to appeal the decision of the Small Claims Committee which denied his request for reimbursement in the amount of $673.20 for weed-cutting charges (1^st District).

9. Request: Consider the request of Frank Vitucci, 2740 N. 178^th St., Brookfield, to consider approving acquisition of the property at 250 W. Drexel Ave., Tax Key No. 782-9023, under the Resource Protection Program (1^st District).

10. Presentation: Presentation by the City Administrator on the proposed power plant expansion.

11. Resolution: Consider resolution No. 10206-012103, acknowledging and filing the 2003 calendar year salary grade plan and benefits for Library personnel (by Committee of the Whole).

License Committee

12. Motion: Consider a motion to take action on the various license requests as listed on the attached report.

13. Motion: Consider a motion to approve the purchase of four 2003 Ford Crown Victoria police vehicles (marked squads) and two 2003 Chevrolet Tahoe police vehicles (marked squads) in the total amount of $132,262.00 from Ewald Automotive Group (state bid) (by Committee of the Whole).

Parks, Recreation & Forestry

14. Motion: Consider a motion to concur with the recommendation of the Director of Parks, Recreation and Forestry and approve the purchase of two GMC trucks from Bob Fish Buick/Pontiac/GMC in the amount of $34,625.00 (by Committee of the Whole).

Fire

15. Motion: Consider a motion to authorize the agreement between the City of Oak Creek and Fire Safety Consultants, Inc. (by Committee of the Whole).

16. Motion: Consider a motion to approve conversion of the City’s warning sirens to the Milwaukee County warning system (by Committee of the Whole).

Engineering

17. Motion: Consider a motion to concur with the recommendation of the Traffic & Safety Commission and deny a request to install stop signs on Austin St. at Larson Ln. and on Fairfield Dr. at Burrell St. (5^th District).

18. Motion: Consider a motion to concur with the recommendation of the Traffic & Safety Commission and deny a request to allow alternate side on-street parking at night during the winter months on Centennial Dr. from Shepard Ave. to Mayhew Dr. (3^rd District).

19. Resolution: Consider resolution No. 10196-012103, accepting the dedication of public sanitary sewer for the Richter certified survey map (Project No. 01060) (3^rd District).

20. Resolution: Consider resolution No. 10197-012103, approving a development agreement between Richard and Kathleen Lee and the City of Oak Creek for the payment of deferred assessments attributable to their proposed certified survey map at 1200 E. Forest Hill Ave. (Tax Key No. 815-9016) (3^rd District).

21. Motion: Consider a motion to authorize payment of the contract invoice payments for various projects as listed on the attached report (by Committee of the Whole).

22. Motion: Consider a motion to authorize payment of the contract progress payments for various projects as listed on the attached report (various districts).

23. Resolution: Consider resolution No. 10207-012103, accepting the workmanship and authorizing final payment to Payne & Dolan, Inc., for Project Nos. 01012, 01027 and 01028 (installation of pavement improvements in the Shepard Hills area, the Schmitz subdivision, the Oak Creek Senior High School press box, E. Motion: Consider a motion to convene into Executive Session immediately following the conclusion of the Common Council meeting, pursuant to Wisconsin State Statutes, Section 19.85(1)(e)(g) to discuss potential litigation and negotiations with WE Energies relating to the proposed power plant expansion.

33. Motion: Consider a motion to reconvene into Open Session.
