1. Motion: Consider a motion to concur with the Mayor’s appointment of Mark Wyss, 2236 W. Vista Bella Dr., to the Finance Committee to complete a term expiring 9/03 (held 12/17/02) (by Committee of the Whole).

 

2. Ordinance: Consider ordinance No. 2229, regarding hours of operation for adult entertainment businesses (referred to License Committee 12/3/02) (by Committee of the Whole).

 

3. Motion: Consider a motion to reconsider action taken at the 12/17/02 Council meeting to adopt Ordinance No. 2227, creating Section 17.0326 of the Municipal Code relating to creation of the Lakefront Overlay Zoning District (by Committee of the Whole).

 

4. Ordinance: Consider ordinance No. 2227, as revised, creating Section 17.0328 of the Municipal Code relating to creation of the Lakefront Overlay Zoning District (by Committee of the Whole).

5. Motion: Consider a motion to approve the Vendor Summary Report in the amount of $355,793.35 (by Committee of the Whole).

 

6. Motion: Consider a motion to establish combined Common Council meeting dates for 2003 (by Committee of the Whole).

 

7. Request: Consider the request of David Kowalski, 2320 E. Grewen Dr., to appeal the decision of the Small Claims Committee which denied his request for reimbursement in the amount of $60.00 for damage to his mailbox (3rd District).

 

8. Discussion: Discussion and review of the memo from the Engineering Department dated 12/9/02 regarding the storm water ordinance and Storm Water Master Plan, per Mayor.

 

License Committee

 

9. Motion: Consider a motion to take action on the various license requests as listed on the attached report.

 

Streets

 

10. Motion: Consider a motion to concur with the recommendation of the Street Superintendent and approve the low bid from Bark River Culvert for corrugated metal pipe for the year 2003 in the amount of $2,437.78 (by Committee of the Whole).

 

11. Motion: Consider a motion to concur with the recommendation of the Street Superintendent and approve the purchase of one (1) John Deere tractor with rotary mower from Burlington Farm Equipment in the amount of $48,500.00 (by Committee of the Whole).

 

Engineering

 

12. Motion: Consider a motion to authorize payment of the contract progress payment for Project No. 01006, as listed on the attached report (police station) (5th District).

 

13. Motion: Consider a motion to authorize payments totaling $4,647.53 to the Wisconsin Department of Transportation for contract work on various projects listed on the attached Common Council Report, and to authorize the transfer of $79.58 from Project No. 96030 to Project No. 96029 (various districts).

 

14. Motion: Consider a motion to authorize entering into Amendment No. 3 to the contract with the State of Wisconsin and Earth Tech, Inc., for design services on the Pennsylvania Ave. reconstruction project from Puetz Rd. to Ryan Rd. in the amount of $9,734.70, of which $1,946.94 will be funded by the City (Project No. 96028) (3rd District).

 

15. Resolution: Consider resolution No. 10194-010703, accepting permanent and temporary easements for the Pennsylvania Ave. reconstruction project from Puetz Rd. to Ryan Rd. (Project No. 99022) (3rd District).

 

16. Resolution: Consider resolution No. 10193-010703, accepting a sanitary sewer easement from Donald and Arlene Maass at 9160 S. Pennsylvania Ave. for sanitary sewer installation (Project No. 01102) (Tax Key No. 971-9997) (3rd District).

 

17. Motion: Consider a motion to take the following action pursuant to the Traffic and Safety Commission meetings of 11/13/02 and 12/11/02:

18. Resolution: Consider resolution No. 10195-010703, approving the certified survey map for the property at 511 W. Oakwood Rd. (Marion and Grace Klamik) (5th District).
