Approval of Minutes: 10/15/02, 10/21/02, and 10/29/02 meetings as published

 

1. Presentation: Presentation of a donated defibrillator from Zoll Medical to the Oak Creek Community Center.

 

Public Hearings (beginning at 6:00 p.m.) Citizen input, comments and suggestions are requested on the specific item(s) identified below. Action by the Council may occur at the same meeting if so included in the agenda.

 

2. Rezone: Consider the request of Faith Baptist Church to rezone portions of the property at 8519 S. 13th St. from Rs-3 Single Family Residential to P-1 Park, with a conditional use permit for a private park (2nd District).

3. Ordinance: Consider ordinance No. 2218, approving the rezoning requested by the Faith Baptist Church for a portion of the property at 8519 S. 13th St. from Rs-3 Single Family Residential to P-1 Park, with a conditional use permit for a private park (2nd District).

 

4. Motion: Consider a motion to not adopt Ordinance No. 2180, approving a rezoning from A-1 Agricultural to M-1 Manufacturing and a conditional use permit for a contractor’s shop with outdoor storage for the properties at 9540 and 9578 S. Pennsylvania Ave. (LePine Enterprises) (3rd District).

5. Motion: Consider a motion to approve the Vendor Summary Report in the amount of $623,921.32 (by Committee of the Whole).

 

6. Motion: Consider a motion to approve the appointment of additional election officials, as listed, for the period ending 12/31/02 (by Committee of the Whole).

 

License Committee

 

7. Motion: Consider a motion to take action on the various license requests as listed on the attached report.

 

Parks and Recreation

 

8. Motion: Consider a motion to award the 2002 street tree pruning project (Project No. 02002) to Dorshak Tree Service, the lowest qualified bidder, in the amount of $14,842.00 (various districts).

 

Health

 

9. Motion: Consider a motion to approve the Health Department’s participation in the state mandated mosquito control consortium for the duration of the mosquito control grant (by Committee of the Whole).

 

Fire

 

10. Motion: Consider a motion to approve the purchase of a Pierce Quantum fire engine to replace engine 1863, a 1979 Pirsch, in the amount of $343,383.00, with additional radio equipment required to outfit the vehicle, for a total cost of $350,000.00 (by Committee of the Whole).

 

11. Motion: Consider a motion to authorize the purchase of two 2003 Freightliner/Medtech ambulances for a cost of $237,550.14 (by Committee of the Whole).

 

Engineering

 

12. Resolution: Consider resolution No. 10175-110402, accepting the workmanship and authorizing final payment to Rawson Contractors, Inc., for Project No. 01100 (installation of water main and appurtenances in W. Northbranch Dr.) (1st District).

 

13. Resolution: Consider resolution No. 10176-110402, accepting permanent and temporary easements for the Pennsylvania Ave. reconstruction project from Puetz Rd. to Ryan Rd. (Project No. 99022) (3rd District).

 

14. Motion: Consider a motion to authorize payment to R. A. Smith & Associates in the amount of $5,511.23 for their work on the S. 11th Ave. storm sewer improvement project (Project No. 00039) (4th District); the S. 15th Ave. drainage improvements project (Project No. 01023) (3rd and 4th Districts) and the N4 Tributary drainage improvement project (Project No. 01024) (1st District).

 

15. Motion: Consider a motion to authorize a payment of $20,463.54 to Land Acquisitions, Inc., for their work on the real estate acquisitions for the Pennsylvania Ave. reconstruction project (Project No. 99022) (3rd District).

 

16. Motion: Consider a motion to authorize payment of the contract progress payments for various projects as listed on the attached summary report (various districts).

 

17. Motion: Consider a motion to concur with the recommendations of the Traffic & Safety Commission as follows, pursuant to their meeting of 10/9/02 (6th District):

Deny the request for "stop" signs on the southern section of Hilltop Ln. for east and westbound traffic at the intersection with 21st St.;

Approve the installation of a "stop" sign on the northern section of Hilltop Ln. for eastbound traffic at the intersection with 21st St.

Discussion: Discussion of options relating to two proposed storm water management ordinances which would bring the City in compliance with various state and MMSD requirements (the ordinances will tentatively be placed on the 12/3/02 Council agenda for action) (by Committee of the Whole).

 

Community Development

 

19. Resolution: Consider resolution No. 10178-110402, approving the development agreement for the Prairie Field subdivision at 6711 S. 24th St., 6720 S. 27th St. and 6851 S. 20th St. (2nd District).
